General information

Noncommercial Partnership « Association of managing companies » of Perm city was created in 2006. The association – is uniform institute of professional managing organizations in sphere of housing and communal services of Perm and Perm territory, which work is intended to increase efficiency of functioning of system of housing and communal services and assistance of social stability of the city.
Today NP « Association of managing companies » has united in its structure 19 managing companies, including those which conduct activity outside the regional center. In December 2007 representation of Association of managing companies in Krasnokamsk town was created, on the basis of managing company UralComp.
In Perm city « Association of managing companies » serves 7378441 м2 (more than 3500 houses) of available housing that makes more than 50 % of available housing of Perm.
The president of Association of managing companies - Kotova Elena Jurjevna, General director of the managing company "Prospect-EКО".  

The purpose of activity of Noncommercial Partnership - is creation of a professional market of managing companies, adjustment of effective interaction with resource-supplying organizations and with authorities.

Primary goals of Noncommercial Partnership:

   Coordination of actions of managing companies of the territory by means of development of the uniform coordinated policy of rendering of services in sphere of housing and communal services
   Development of a system of estimation of efficiency of activity of managing companies, contract organizations in sphere of housing and communal services
   Formation of sound price policy in the market of services of housing and communal services
   Participation in development of offers for perfection of normative-legal regulation in sphere of housing and communal services
   Prevention of penetration of nonprofessional companies, pretended firms to the market of services of sphere of housing and communal services
   Protection of interests of proprietors and managing companies during interaction with resource-supplying organizations and contract organizations 
   Consulting help to proprietors by means of work of on-line telephone line and edition of a specialized newspaper on problems of housing and communal services "News of Association of managing companies"

The association of managing companies performs activity in the following directions: 

1. Cooperation with authorities of Perm city and of Perm territory, with supervising bodies.
The Cooperation agreement was signed by the Association and by the Head of Perm city due to which regular working meetings take place, joint mechanisms of solution of pressing questions of management over apartment houses are developed. The association examines projects of decisions of Perm municipal council, concerning spheres of management of available housing.  
Example of cooperation with Perm municipal council is approval by deputies in September, 2008 of «amendments of the Association» for the decision by municipal council about the order of carrying out and organization of overhaul repair.  
The agreement on interaction with the State inspection of extra-departmental control of Perm territory was signed. Within this Agreement standards of professional work of managing companies are developed. Work is organized under a joint decision of problem issues of activity of managing companies.
The cooperation agreement was signed with Municipal Department of Internal Affairs on Perm territory. Within this agreement the work with district militia officers (there are meetings of inhabitants with district militia officers) is organized. The work has begun on participation of association in realization of the project «Safe city» (installation of system of video observation in court yards that raises safety of residing of citizens).  
The association and Department of education of Perm city develop a pilot project on service of institutes of education. In 2009 on the basis of the received results the Department plans to organize competition on service of institutes of education in Perm city.
The association and Administration of the city consider the issues of service of shabby habitation in view of interests of managing companies.   

2. Information and consulting activity of Noncommercial Partnership «Association of managing companies».
The association issues a specialized printed edition “News of Association of managing companies”. There is hot telephone line (244-44-99).
The project is realized “Culture of proprietor: information interaction in sphere of housing and communal services”. In 2007 Noncommercial Partnership “Association of managing companies” became the winner of annual regional competition of support of public and civil initiatives, organized by Administration of the governor of Perm territory, in a nomination “Development of public activity in reforming of system of housing and communal services”. Within realization of the project in the 1-st half of 2008 seminars for initiative groups of inhabitants took place (basic target audience - proprietors who have not chosen a way of management). A directory for proprietors concerning activity of managing companies was issued. 
In the beginning of 2008 the Association became the winner of competition of socially significant initiatives organized by administration of Perm city. Within this project seminars will be organized for experts of managing companies concerning work with population, seminars with heads of houses. On results of seminars methodical materials will be prepared in the form of brochure concerning work of managing companies with proprietors. 
The association created information resource, devoted to work of managing organizations (www.uk-permkrai.ru). Constant consultations concerning housing and communal services are conducted.

3. Development of the uniform coordinated policy of rendering of services in sphere of housing and communal services and development of quality standards of work of managing companies.
This direction is realized through constant interaction of managing companies within working groups on problem issues of work of managing companies, including interaction with resource-supplying organizations. The companies of Association accepted the Code of professional etiquette. The system of quality estimation of work of managing organizations is developed.

4. Cooperation with educational institutes and development of educational activity. 
The association cooperates with higher and secondary special educational institutions of Perm, which have professional training for sphere of housing and communal services, concerning organization of practical training and employment of students.
Now on the basis of Association of managing companies the educational courses are organized on preparation and improvement of professional skills of experts of housing and communal services.  

5. Social projects
The Association has begun realization of a social project since February, 2009 directed to support citizens, who lost jobs as a result of economic crisis. Within this project, under the agreement with a commercial organization, proprietors of apartment houses which are under management of managing companies - members of Association, are given ground areas for rent by the Association on favorable terms for a personal accessory farm. Within the same project in autumn of 2009 the Association of managing companies plans an action of help to children who remained without care of parents. All interested persons can transfer a small part of grown crops, books, clothes, toys in favor of children's homes of Perm and Perm territory.
